The planning decree for employment entry flows for the three-year period 2023-25 has been published
On 27 September 2023, the President of the Council of Ministers issued the decree ‘Programming of legal entry flows of foreign workers into Italy for the three-year period 2023-2025’.
The decree establishes how many and which non-EU workers will be able to obtain an entry visa to Italy in the three-year period 2023-2025 to carry out subordinate work and self-employment.
A total of 1,960 entries are authorised in the three-year period, of which 630 in 2023, 650 in 2024 and 680 in 2025. The conditions are as follows:
500 foreign nationals residing abroad, belonging to the following categories, may obtain an entry visa for self-employment in each of the years 2023, 2024 and 2025:
a) entrepreneurs who intend to implement an investment plan of interest to the Italian economy, which provides for the use of own resources of no less than €500,000, as well as the creation of at least three new jobs;
b) holders of corporate offices of administration and control expressly provided for by Interministerial Decree no. 850 of 11 May 2011
c) foreign citizens who intend to set up “innovative start-up” enterprises pursuant to Law No. 221 of 17 December 2012, in the presence of the requirements provided for by the same law and who are holders of an employment relationship of a self-employed nature with the enterprise
d) self-employed professionals who intend to exercise regulated or supervised professions, or professions that are not regulated but are represented at the national level by associations registered in lists kept by public administrations and that issue a certificate of quality of services and professional qualification of the members
e) artists of clear renown or high and well-known professional qualification, hired by public or private entities, in the presence of the requirements expressly provided for by Interministerial Decree No. 850 of 11 May 2011.
